When he asks you who the most popular NCR president was, you answer Tandi. When asked where the original NCR capital was located, you answer Shady Sands. And when asked what the NCR's flag is emblazoned with, you answer a double-headed bear.

This will give you access to Missionary's note, which reads cryptically "Hope is the key." Kings may face each other. What is not allowed for kings is to be at adjacent positions. Moving a king next to another king would move it into check, which would be illegal. But it is perfectly legal for kings to be on the same rank or file with no pieces between them.

Despite their flaws, there is a potential for the Mojave wasteland to grow under the NCR that you won't get from the other options. Because of this, I would say that the NCR is the best option for the Mojave and the Wasteland that is presented to us in Fallout: New Vegas.

If the player character's reputation with the NCR is Vilified, and the player is at a high level, assassins appear more frequently, at about one group per in-game day. Ultimately, you need to convince three out of the four advisors, and discredit Karl. Once this is achieved you can get the Khans to leave the wasteland (Yes Man ending) or join the NCR's battle against the Legion (NCR Ending).
